The Survivor Pack is an Expedition Card Gift in Rise of the Tomb Raider. It is listed as Campaign Award.
Awarded for killing the bear in the Siberian Wilderness.
in-game description
Like all gifts it can be found if you choose "Marketplace" from the main menu and switch to the tab "Gifts".
This pack will be awarded when killing the first bear in the level Best Laid Plans
