The Old Lighter can be found in the Library of Croft Manor in the Blood Ties story level of the Rise of the Tomb Raider: 20 Year Celebration.
The lighter is a Gear item that can be used to light fireplaces, which in turn reveal secret hiding places.
Dad's lighter... I don't remember him ever using it though.
In-game Description
The lighter can be examined by turning it around.
